Party Chair K P Sharma Oli unveiled the manifesto during a ceremony held on Thursday.
The Communist Party of Nepal (Unified Marxist–Leninist) (CPN-UML) has made public its election manifesto for the upcoming House of Representatives elections.
The party has adopted the main slogan, “Prosperous Nepal, Happy Nepali – Our Destination is National Aspiration,” in its manifesto. Speaking at the “Nation First” discussion program based on the election manifesto and organized by the party’s Central Election Mobilization Committee, Chair Oli presented the party’s commitments along with specific targets.
The UML has emphasized that voters should ensure the party’s victory to fulfill the national aspiration outlined in the slogan. It has identified good governance, development, employment, and social justice—initiatives that were started but not completed during its previous tenure in government—as its key priorities.
The manifesto outlines 11 immediate actions, five foundational tasks, and 25 commitments. Chair Oli claimed that with a commitment to building rather than destroying, and drawing on past experience and practice, the UML is capable of leading efforts to transform the country.
He reiterated that the UML remains firm on national independence and sovereignty and will not focus on populism or political stunts.
The manifesto prioritizes political stability, strengthening democracy, and safeguarding national sovereignty. Chair Oli argued that a single majority government led by the UML is necessary to steer the country out of instability and toward development and prosperity. He also claimed that the UML led development efforts after the promulgation of the Constitution in 2015.
Economically, the party has set ambitious goals of expanding the national economy to NPR 100 trillion within five years and NPR 200 trillion within ten years. It also aims to raise per capita income to USD 3,000 within five years.
On foreign policy, the UML has pledged to remain committed to a non-aligned approach while protecting Nepal’s sovereignty and territorial integrity. The manifesto also states that Nepalis living abroad will be recognized as “Goodwill Ambassadors,” with their skills and capital mobilized for nation-building, and that Non-Resident Nepalis (NRNs) will be granted recognition as “special natural investors.”
