Newly appointed Energy, Water Resources, and Irrigation Minister Kulman Ghising made his first decision today, ordering the recovery of outstanding dues from dedicated and trunk electricity lines.
After assuming office at the ministry on Monday, Ghising prioritized collecting unpaid amounts owed to the Nepal Electricity Authority (NEA).
During his earlier tenure as Executive Director of NEA, Ghising had attempted to recover these dues but was removed by the KP Oli-led government following disputes with then-Energy Minister Deepak Khadka.
According to NEA, around NPR 8 billion is owed for electricity supplied through dedicated and trunk lines during the load-shedding period to keep industries running. However, business groups have refused to pay, claiming they never received proper billing.
Some industrialists even went to court, alleging NEA tried to collect money without issuing bills. Despite this, many industries used electricity by leveraging political influence but failed to pay their dues.
The NEA has stated that 34 industries still owe payments, which previous ministers—under pressure from middlemen and business lobbies—had attempted to overlook.
