The final results of the House of Representatives election held on Falgun 21 are now approaching announcement.
Once the Election Commission Nepal declares the results, the Federal Parliament Secretariat will begin preparations to convene the House session.
According to Article 93 of the Constitution of Nepal, the President must summon a parliamentary session within 30 days of declaring the election results. The Secretariat typically gives newly elected members about 10 days’ notice to attend the first session.
Meanwhile, senior members take oath from the President and administer oaths to other members. Until the Speaker is elected, the senior member legally assumes the role of Speaker.
The first session will include the election of the Speaker, and in their absence, parties may recommend a member to preside over the proceedings. Any necessary ordinances will also be presented during this session.
As the under-construction Federal Parliament Building is not yet ready, the initial session is expected to be held in an alternative hall, where technical arrangements are being made, according to the Secretariat.
The construction of the Federal Parliament Building began on Ashoj 16, 2076 BS and was scheduled for completion by Ashoj 15, 2079 BS. However, delays due to the COVID-19 pandemic and other factors have prevented completion. The project, spread over 151 ropani, will include 12 buildings housing the House of Representatives, National Assembly, VIP chambers, offices of parliamentary parties, a library, a canteen, and parking space for 390 vehicles.
