Following the House of Representatives election held on Falgun 21, the first session of the federal parliament is starting today at 2:00 PM in the multipurpose hall of the under-construction Federal Parliament Building at Singha Durbar.
Senior-most member Arjun Narsingh KC will begin the meeting by reading the letter regarding the convening of the session and informing the house about the formation of the Council of Ministers.
The upper house, the Rastriya Sabha, will hold its meeting at the National Assembly hall within the Federal Parliament Secretariat.
Leaders from various parties are scheduled to address the meeting on the occasion of the commencement of the session. According to the Federal Parliament Secretariat, the speakers today include:
Rabi Lamichhane, Chair of the Rastriya Swatantra Party
Ram Bahadur Thapa Badal, Parliamentary Party Leader of Communist Party of Nepal (Unified Marxist–Leninist)
Pushpa Kamal Dahal Prachanda, Parliamentary Party Leader of the Nepal Communist Party
Harka Sampang, leader of the Labour Culture Party
Gyan Bahadur Shahi, representing the Rastriya Prajatantra Party
The name of the speaker from the Nepali Congress is yet to be finalized.
During today’s meeting, Home Minister Sudhan Gurung is scheduled to present three ordinances:
Voter List (First Amendment) Ordinance, 2082
House of Representatives Member Election (First Amendment) Ordinance, 2082
Nepal Special Service (Second Amendment) Ordinance, 2082
The schedule for the election of the Speaker will also be announced today. An all-party meeting held on Wednesday agreed to hold the Speaker election on Chaitra 22. Accordingly, senior member KC will fix the date for the Speaker’s election as per Rule 7 of the House of Representatives Regulations, 2079.
In the 275-member House of Representatives, the seat distribution is as follows: 182 from Rastriya Swatantra Party, 38 from Nepali Congress, 25 from CPN-UML, 17 from Nepal Communist Party, 7 from Labour Culture Party, 5 from Rastriya Prajatantra Party, and one independent member.
