
The government has transferred the Revenue Investigation Department and the Asset Recovery Investigation Department, previously under the Prime Minister’s Office, to the Ministry of Finance. Similarly, the National Investigation Department has been moved to the Ministry of Home Affairs. This decision was made during the cabinet meeting held on Thursday.
On Friday, while publicizing the cabinet decisions, Minister for Communication and Information Technology Jagdish Kharel, who also serves as the government spokesperson, informed that the Government of Nepal (Organization of Work) (Third Amendment) Regulations, 2082 have been approved.
The 19 decisions taken by the cabinet are as follows:
- Approval of the Government of Nepal (Organization of Work) (Third Amendment) Regulations, 2082, transferring the Revenue Investigation Department and Asset Recovery Investigation Department to the Ministry of Finance and the National Investigation Department to the Ministry of Home Affairs.
- Approval of the National Report of the Fourth Cycle of Universal Periodic Review, to be submitted to the United Nations Human Rights Council via the Ministry of Foreign Affairs.
- Approval for the Finance Minister and Secretary of the Ministry of Finance to visit the United States to attend the joint annual meetings of the World Bank Group and the International Monetary Fund.
- Acceptance of USD 224,483 grant from the Global Environment Facility through the UN Food and Agriculture Organization for the implementation of the Forest and Mountain Ecosystem Restoration Project in Far-Western Nepal.
- Acceptance of USD 870,008 grant from the Global Environment Facility through the UN Food and Agriculture Organization for the Climate-Resilient Transformation of Rice-Based Farming and Food Systems Project in Mid-Western Nepal.
- Acceptance of USD 419,000 grant from the UN Capital Development Fund for the Local Climate-Resilient Livelihood Facility Program.
- Extension of 45 days for the tenure of the Suggestion Committee, led by former Secretary Ram Prasad Dotel, to ensure uniformity in remuneration and service facilities for officials and staff of state-funded institutions, boards, committees, and public bodies.
- Appointment of Deputy Director General of the Inland Revenue Department, Janak Raj Sharma, as acting Chairperson of the vacant Board of Directors of Nepal Insurance Authority until further notice.
- Provision of NPR 1 million per family and NPR 500,000 for funeral, food, and transportation expenses to families of Nepali citizens who died during the protests of Bhadra 23-24, 2082 (excluding those who died while fleeing or imprisoned).
- Publication in the Nepal Gazette of regulations requiring a permit for real estate transactions exceeding NPR 30 million at one time in six metropolitan and eleven sub-metropolitan cities.
- Promotion of two senior army officers to the rank of General, nine to Assistant General, and transfer of three assistant officers.
- Approval to conduct an organizational and management survey of the Ministry of Federal Affairs and General Administration and its subordinate bodies.
- Appointment of the Director General of the Department of Information and Broadcasting as the local authority for registering online media.
- Approval of the Communication and Information Technology Security Printing Regulations, 2082.
- Appointment of the Minister of Communication and Information Technology as the official government spokesperson.
- Promotion of Chiranjeevi Chatout to Secretary in the Nepal Engineering Service Cluster.
- Promotion of Krishna Prasad Kapri to Secretary in the Nepal Administrative Service Cluster.
- Formation of political, economic and infrastructure, administrative, legislative, and social committees under the Council of Ministers.
- Acceptance of the resignations of Dr. Ram Govind Aryal and Ramesh Sharma Paudyal, first-class officers in the Nepal Diverse Service (Information Technology).
These decisions focus on administrative restructuring, resource allocation, security sector promotions, and international cooperation initiatives.
