Nepali Congress Central Committee member Kalyan Kumar Gurung has stated that a Special General Convention will not be held under any circumstance.
His remarks come at a time when party General Secretary Gagan Kumar Thapa has been repeatedly saying that there is no alternative to holding a Special General Convention.
Gurung noted that, until today, no official proposal for either a special or a regular general convention has been presented in the Central Working Committee meeting.
Responding to General Secretary Thapa’s remarks, Gurung wrote on Facebook, “Friends call me asking whether a Special General Convention will take place in Mangsir. I told them—nothing is happening as the rumors suggest.”
He further claimed that holding a general convention before the elections is not possible, and that the party will confidently go into the elections under the signature of the current party president.
General Secretary Thapa had said on Monday that party leaders and cadres were asking him whether the party would go into the elections with President Deuba’s signature.
Gurung also asserted that there is no provision under Article 17(2) of the party statute that allows a Special General Convention to remove the party president, office-bearers, or members.
He wrote, “The verification and authentication of the required signatures have not been completed according to the criteria set by the statute. The necessary regulations and procedures for this have also not been formulated. No official proposal has been presented in the Central Working Committee for discussion. The committee has not taken any decision on this matter. Meanwhile, the party has already decided to participate in the House of Representatives election scheduled for 21 Falgun 2082. The party must complete preparations for the House of Representatives and National Assembly elections. We must maintain party unity and strengthen it further. Therefore, the likelihood of the party being entangled in a Special General Convention right now seems very low.”
