
The District Administration Office (DAO) Kathmandu has issued a public notice urging citizens not to engage in any activities prohibited by law during the Diwali (Tihar) festival.
The office has called for caution while using candles and electric lights, and strictly prohibited the purchase, sale, transportation, storage, and use of fireworks, firecrackers, bhui champa (ground firecrackers), and any other explosive or flammable materials during the festival.
The notice also mentions that Deusi–Bhailo programs must be conducted in a decent, disciplined, and organized manner and only until 9 PM, ensuring that no complaints arise from such celebrations.
According to the notice:
“Deusi–Bhailo programs should not obstruct public roads. It is not allowed to construct any kind of religious pavilion, Diwali celebration platform, or worship stage in public areas, walkways, or streets in a way that disrupts public movement.”
The administration also highlighted that incidents of theft tend to increase during festivals, urging the public to remain alert and ensure their homes are not left unattended. It advised informing neighbors when leaving home and reporting any suspicious individuals to nearby police or security units.
Similarly, the DAO has instructed everyone to refrain from activities against consumer rights, such as creating artificial shortages of essential goods, black marketing, hoarding, price hikes, or selling expired products.
Public transportation operators have been reminded not to carry passengers beyond vehicle capacity, not to drive under the influence of alcohol, not to charge fares higher than the official rates, and to strictly follow traffic rules.
The notice also warns the public to stay aware of and avoid illegal lottery schemes, gambling, online fraud, and scams conducted through electronic means.
The Kathmandu District Administration Office has requested full cooperation from all citizens to maintain peace, safety, and lawful conduct during the Diwali festival.
