
The Nepal Teachers’ Federation National Committee staged a sit-in today at the Nepali Congress central office in Sanepa as part of the first phase of its protest program.
According to federation chair Laxmikishor Subedi, the agitation will continue with similar demonstrations at the CPN-UML central office in Chyasal on Thursday and the CPN (Maoist Centre) office in Paris Danda on Friday.
The federation has demanded that the School Education Bill be amended in line with past agreements reached with the government and Parliament. Subedi said that agreements signed with the government in 2019, 2021, 2023, and 2024 have yet to be implemented. In addition, the nine-point agreement endorsed by the Council of Ministers on May 1, 2025, also remains unimplemented.
The federation argues that the School Education Bill passed by the parliamentary Education, Health, and Information Technology Committee contradicts those agreements. It has objected to provisions including: recruitment of temporary teachers through 60% internal and 40% open competition instead of the agreed 75% internal and 25% open; failure to guarantee periodic promotion for permanent teachers; non-recognition of temporary service periods; exclusion of provisions for extending teaching licenses; and disciplinary measures inconsistent with past understandings.
Other points of dissatisfaction include the lack of clear provisions for school staff positions, salaries, and benefits; unclear arrangements for early childhood teachers; impractical transfer systems; the transfer of teacher quotas to local governments; exclusion of the Teaching Council; and the absence of federation representation on the National Examination Board.
The federation has demanded that all unresolved issues be incorporated into the bill in line with previous agreements before it is submitted to the House of Representatives.
Earlier, on March 10, 2025, the federation had also staged a sit-in at the Nepali Congress office.
