CPN-UML Senior Vice-President Ishwar Pokhrel has proposed introducing a two-term limit for the party’s top leadership positions in the concept paper prepared for the party’s 11th General Convention.
Reviewing party activities from the 10th General Convention to the present, Pokhrel emphasized the need for an objective assessment of the party’s work, decisions, achievements, challenges, and shortcomings. He clarified that the general convention should not be limited to leadership changes or endorsement of positions.
In the concept paper, Pokhrel stated, “Since the Fifth National General Convention, we have been establishing People’s Multiparty Democracy as a creative application of Marxism.”
He highlighted issues related to democratization within the party, including problems in adhering to party ideology, policies, and statutes. According to him, the absence of a clear term limit, lack of voluntary retirement, and obstacles to leadership transition have led to prolonged leadership tenure, unhealthy competition, and factionalism.
Pokhrel wrote, “To prevent obstacles in smooth leadership transfer and to curb unhealthy competition, it is necessary to set a maximum of two consecutive terms for the party’s top leadership positions. This will help create an environment for new leadership development and discourage factional and conspiratorial tendencies.”
He also emphasized the importance of ensuring tolerance toward differing opinions, healthy internal discussions, and effective implementation of party decisions.
