
CPN-UML Secretary Yogesh Bhattarai has acknowledged that his party collected lawmakers’ signatures on blank sheets, saying it is an old practice in parliamentary politics.
Speaking to reporters at Singha Durbar, Bhattarai said the system has been in place since 1991 and is also common in other countries with parliamentary governance.
He explained that the party gathers signatures from its lawmakers in advance to prepare for unforeseen political situations.
“Sometimes urgent proposals need to be registered when lawmakers are abroad or outside Kathmandu. In such cases, the signatures collected earlier are used as a precaution,” Bhattarai said.
