A technical police Senior Superintendent (SSP) serving at Nepal Police Hospital has been found to have used a fake School Leaving Certificate (SLC), leading to the filing of a corruption case against him.
SSP Lalbabu Giri, who began his career as a Sub-Inspector of Police (SI), is accused of submitting a forged SLC certificate to enter police service and subsequently gain promotions and benefits up to a senior rank. The Commission for the Investigation of Abuse of Authority (CIAA) filed a corruption case against him at the Special Court on Tuesday.
According to CIAA Assistant Spokesperson Ganesh Bahadur Adhikari, Giri joined the police service on 16 Poush 2052 BS after presenting an SLC certificate allegedly issued by the Bihar School Examination Board, Patna, in 1988. Using the same certificate, he completed PCL Nursing from Tribhuvan University in 2050 BS and later earned a Post Basic Bachelor in Nursing from Purvanchal University in 2063 BS.
Based on this certificate, Giri was promoted successively from Police Inspector to Deputy Superintendent of Police, Superintendent of Police, and eventually Senior Superintendent of Police, as stated in the CIAA charge sheet.
Giri had submitted documents mentioning roll number 718 from the Bihar board. However, upon official correspondence with the Bihar School Examination Board, CIAA found that records were printed only up to serial number 576, confirming that Giri’s certificate was fake.
CIAA stated that by using a forged academic certificate to obtain and benefit from a government position, Giri committed an offense punishable under the Corruption Prevention Act, 2059, and therefore the case has been formally registered at the Special Court.
