Students planning to go abroad for higher studies can now apply for and receive their Foreign Study Permission Letter — the “No Objection Certificate (NOC)” — from home through an online system.
The NOC Section at Ministry of Education, Science and Technology, located in Sanothimi, has made the NOC process fully “faceless” after signing agreements with Tribhuvan University on Baisakh 4 and earlier with Kathmandu University.
With this arrangement, students can submit their NOC applications online from home. Once the entire process is completed, applicants can print their own NOC certificate for use.
The system is integrated with the “Revenue Information Cashless Management System (RIMS)” of the Office of the Comptroller General, ensuring that all NOC-related fees are paid fully through online channels.
Approved NOC certificates can be downloaded paperlessly from the applicant’s profile. The certificate includes a QR code that can be verified through a QR scanner.
After integration with Tribhuvan University and Kathmandu University, applicants going abroad for postgraduate or higher studies will no longer need to visit the office physically for verification. Based on the university registration number and date of birth provided in the application, the system will automatically verify academic certificate details through direct digital linkage with the universities.
