A corruption case has been filed against four individuals, including former Acting Division Chief Kishori Prasad Yadav of the Drinking Water and Sanitation Division Office, Division No. 4, Kalaiya, Bara.
According to Rajendra Kumar Paudel, spokesperson of the Commission for the Investigation of Abuse of Authority (CIAA), during the fiscal year 2079/80, 23 tender notices for various construction projects in Bara district were supposed to be published in a national daily newspaper as per Section 14(1) of the Public Procurement Act, 2063. However, Kishori Prasad Yadav, along with accountant Pradeep Das, Media Network Pvt. Ltd. manager Nisant Sigdel, and Prabhav Daily market manager Santoshraj Kharel, allegedly colluded with the intent to gain illegal benefits.
The tender notices were hidden and not publicly published. Instead, only one copy was printed in Prabhav Daily and submitted to the division office on Falgun 21, 2079, in an attempt to conceal the information, according to the CIAA statement.
The commission noted that payments totaling NPR 316,570 (excluding advance tax) were made to Media Network Pvt. Ltd. based on false documents, including the sole printed copy of the newspaper, and NPR 50,000 from the company’s bank account was received by Santoshraj Kharel.
Under Section 8 of the Corruption Prevention Act, 2059, the CIAA has filed a charge sheet at the Special Court in Kathmandu on Sunday, demanding imprisonment and fines against the accused, with NPR 316,570 set as the claim amount.
